4K Direct play via Plex media player app for windows (64bit)

I am trying to direct play some 4k files via plex media player (latest version) on windows 10 64bit. The cpu on this computer is an i5 3317u. Scores around 3000 on passmark. When playing something on this player, cpu usage maxes out and the 4k video is continulusly pausing and buffering. Checking cpu usage on the server and it stays low, like 10-20%.

Note: the file in question is HDR 10bit 4k

My question is, clearly it isn’t transcoding, as the server cpu usage is low, but why does it still buffer when being played back on this computer? Is the cpu (i5 3317u) just not good enough? My other computer can play back the 4k videos fine with an i5 4690.
