4K video automatically transcodes to 1080p when audio is incompatible

When playing 4k HEVC movies with 7.1 TrueHD audio the plex server automatically transcodes the video to 1080p to my Roku Ultra or my XBox One X.

I select from the transcoder menu:
“Disable video stream transcoding”
“Disable transcoding of the video stream in transcoder operations. With this set, the transcoder may still transcode audio as well as remux video.”
If I do this, the movie won’t play the audio at all (Roku), or it just won’t play back (XBox).

I understand that the audio may potentially need to be transcoded, but the video does not need to be as well (I know the Roku supports the video because it would still play when forced to, just without any audio).
