I'd also like to know if it is difficult to develop a new plug-in. I search the site for some kind of tutorial, but could not find one...

It’s hard to say how difficult it is to develop a plugin. It depends on a lot of things, for example have you worked with Python or some other (script)language before? The framework is set up to be as simple as possible. A good start is looking at an existing plugin and here:
