I have gone through and made a subtitle track as ‘forced’ as shown below:
I also changed the settings in Plex so that only foreign subtitles are shown, same settings as shown here:
So why is it happening that when I play the movie, that the subtitles show ALL the time? Instead of when there is something spoken that I can’t understand (aliens speaking, etc) ???
Just marking a regular (‘complete’) subtitle track as ‘forced’ doesn’t magically filter out the rest of the lines and leave only the foreign-language lines.
You need to rip the correct ‘forced’ subtitle track from the disc. And then mark this one as forced.

That’s what was done. All the tracks listed were ripped off the disk. And I marked the one in English as forced. I’m not sure what you mean…

Meaning you may have flagged the wrong subtitle as forced. Are you sure the subtitle is infact just for non-english(assuming the language) parts of the movie?
Also, are you sure the foreign dialogue isn’t already encoded the video stream and the other two subtitles you have aren’t regular sub’s and SDH sub’s
Download Subtitle Edit and open the MKV with it.
You can take a look at the subtitle stream and see if it contains a complete subtitle or only a ‘forced’ one.
If it is a ‘mixed’ stream (meaning it has both types and the ‘forced’ lines are individually marked) it allows you to filter those lines during the OCR process.
This OCR process is also good because it changes the format from VOBSUB / PGS to SRT, which is more compatible with the various Plex clients and thus requires less often transcoding during playback.
The odd thing is, when I open the DVD with VLC and get to the point where there should be subtitles for the foreign language (again, its Star Wars, so aliens) its not showing any subtitles. But I’m sure there was some.
When I open the MKV with Subtitle Edit it says there are 4 options to pick. Something like 3 in English and 1 in Spanish…
Its a confusing process to get the subtitles figured out…

If you do
download mediainfo here
(pay attention during installation, it comes with a ‘piggybacked’ installer which asks to install additional crapware. Make sure to set/clear the right checkboxes!)
Then you can take a look at the ‘line count’ of those subtitle tracks.
The ‘forced’ subs usually have a much lower line count than the ‘complete’ or ‘SDH’ subs.
Saves you a bit of time, so you don’t have to open the file 4 times with SubtitleEdit…

Text #1 (ID 4) is the entire movie.
Text #2 (ID 5) and Text #3 (ID 6) are only 53 lines of subtitled text, 1st in English and the 2nd in Spanish.
Text #4 (ID 7) is 279 lines of subtitled text in English.
How many parts of the movie require subtitle? 53 or 279?
Pretty sure that #2 has the forced English subs and #3 the forced Spanish subs.
Not sure what #4 contains, though.
