BDA Support for Windows Server (knowledge.zomers.eu site is down, we need mirror)

In order to add support for TV Tuners in Windows Server OS’s you need to add BDA (Broadcast Driver Architecture) support. The Plex article references the link below, however this site is down. Does anyone have a copy of another reference for how to achieve this?

If this is essential knowledge then we need the Plex support team to add this info to their Community Supported Tuners page, by way of a mirror.
