Brand New Plex install won't open at all

Hi
So i downloaded Plex and installed it on a Windows 11 pc but it won’t open or run at all - I have the windows Security on and have set it to e allowed but still won’t work.
I also have Avast installed - use pc for work

Not sure what is blocking it at this point. I’ve uninstalled it and reinstalled in a dozen times over the month and i’m very unsure why i can’t get the desktop program to run
*im techy but not a programmer

Hoping someone can answer my question cuz thr forum solutions have solved mine yet. Thnx

Just installing the server doesn’t give you a way of browsing it. You need to view the libraries etc with a web browser. Look for the small orange arrow in the tray, end of the task bar in windows. where the USB connections are shown/relinquished.
