I rolled back to 1.22.3.4523 and the problem is not present in the old server build. I don’t have the patience to roll through all the updates in the middle to nail down the update when the bug was introduced but that at least gives you a starting point 
It is not fixed. I keep getting this error, even when opening the home menu that does not have any photos pinned. It makes it load very slow and consume 100% of my cpu for 15 to 20 seconds.

I am also seeing this error but not for pictures ( don’t have any loaded ) just a few TV and Movies
After looking at the logs, and some googling, I found that this is caused by some library called libva and the lack of support for NVIDIA hardware acceleration.
Turning off hardware acceleration fixed these issues for me. Hoping a future patch will fix this and allow me to re-enable hardware encoding.

libvais the framework API. - If you add the QSV libraries, you get support for Intel Quick Sync Video – Which Plex as done and ships with PMS.
- If you add the Nvidia drivers, you get Nvidia support although the native Nvidia API is better. Plex uses the Nvidia-native API
- if you add the AMD drivers, even though not officially supported by Plex, you can get Plex to use AMD GPU cards. (you have to be 100% correct in how you do it).
If you will show me the logs of the failure, I might have the fix for it now.

I’m also willing to bet that if you went back to 1.22.3 and enabled HW transcoding, it would work flawlessly. - which is a very quick way to confirm.

Additionally – SQLITE quoted string errors have nothing to do with Hardware Transcoding.
Updated to version 1.23.3.4692 yesterday and am no longer seeing this issue. I haven’t tested extensivily, but all indications is that my problem displaying some images appears to have been resolved.
