[BUG] Plex only wants to use one physical CPU

Just upgraded my server from dual E5-2643 to dual E5-2690 (dual 4c8t to dual 8c16t).

Before, plex would use all available CPU to transcode. Now it only uses one of the physical CPUs to transcode. I can run multiple transcodes and it will use both, but that kinda defeats the purpose of upgrading if I can’t use all cores on one transcode. I have hardware transcoding turned on and using an HD 7970 to accelerate. Main culprit is HEVC to h264 (obviously, since 1080p isn’t gonna peg my CPU). Is this a bug? Is there some arbitrary limitation where plex can only use 16 threads to transcode a single stream? What gives?

It’s just annoying and with the “codec errors” too I’m just about ready to give up on 4k content. I’ve got nothing that is native 4k but it’s just nice to have for that eventuality.

If you find a solution to this please let me know as I did the same thing, upgraded form one dual CPU server to a new one and the new one wont use both physical CPU’s (new server running dual E5-2670 v2)
