I just setup Win11 24H2 on a new miniPC and hit this problem. It’s unbelievable that Plex haven’t fixed this since it was originally reported 4+ months ago. Thanks Shun_lya for figuring it out.

Also here after installing 24H2 in the last couple of days. I don’t want to put in the work to verify the updated DLL is legitimate, so I’m just converting any incoming EAC3 to FLAC for now… Not a slight on the user who put in the work to figure out the DLL solution btw, thanks for tracking it down…

Just for clarification, the DLL I linked isn’t a modification from me, but an update of the official mpv project, but you do you.

That’s the part I was too lazy to verify. Making sure it’s official etc. etc. And then every single 24H2 user is stuck having to check for themselves since they don’t seem to be fixing it.
