I did that and it makes no difference, even after a restart of the server the bitrate stays the same at ~124 kbit/s

No, they are not public. I will try and update this thread if there is any movement.
It looks like this might be fixed in Plex Server version >= 1.23.4.xxx
if the ‘Transcoder quality’ is either set to ‘Maximise quality’ or ‘Make my CPU hurt’.
