They have basically blocked all connections to all Hetzner ip addresses. You can no longer setup or use any plex servers hosted at Hetzner

For the new members, yes Plex is blocking Hetzner IP so config not possible, I managed to get offline to configure and back online when configuration done (it was just for testing I’m now using Plex on my home NAS).
