I immediatelly get a “Not authorised” page after the first step in the setup wizard (giving the server a name).

Installation via Debian package and initial setup via SSH tunnel (ssh -L 32400:127.0.0.1:32400 <server>).

Is it hosted at Hetzner or one if their affiliates?

Yes, it is. Is Plex blocking Hetzner servers?

Yes. It was unfortunately the only way to prevent blatant commercial use.
