Certain shows from Paramount + not shown as streaming option

Certain shows from Paramount Plus are not showing as options. For example I can search for sources like Star Trek Picard and add to my watch list and stream just fine, but not TMNT 2003. The stream options only show paid locations. Can we assume that this will auto populate over time?
