/clients API always returns no clients

We have been using the /clients API for many years without issue. At some point in the latter half of this year, this API seems to be returning no clients.

Checking server logs, I don’t see anything useful. It simply confirms there are zero elements it is returning. Note that all clients and server are on the same network. We have of course rebuilt everything from scratch including re-installing clients, re-building PMS, etc to no avail.

I have been assuming this is a bug in PMS, but as it has been now some months, it’s not clear. What is the current method to get the information that is normally provided by the /clients API?

Server Version#: 1.30.0.6486
Player Version#: 8.13 for Apple TV (and others including PMP for Shield)

I’m looking for a solution to this as well. Every example just says this works but it never returns any clients. /devices shows my client. resources.xml also shows it. But using the clientIdentifier from somewhere else yields an error 404 client with identifier not found.
