Took a look at some posts but didn’t nail it.
Basically when creating a smart collection would love to be able to see all the movies NOT in a collection…
Thus → COLLECTION : IS NOT : X…
That way I can properly sort them.

There’s already an existing feature suggestion thread discussing this. I suggest you comment/vote in that thread in order to avoid distracting/dispersing votes.
In the Filter Options, “Content Rating” has a “None” options to filter for items that do not have a content rating applied to them yet.
It would be profoundly useful to have similar “None” options available for collections, labels and other tags (like genre). For example, I have a Label “Kids” that I use for (obviously) sharing just Kids movies. As Movies get added to my collection, I’d like to periodically be able to filter out all the movies that have already been labelled and so I can easily…
