Confused by "Transcode (Speed: 0.0)"

Can anyone help me understand what this really means? Sometimes I see Transcode (Speed: 0.0) reported in Tautulli for remote users but when I ping them, it seems everything is working fine. An example (attached) is Avatar 2 which is HEVC + subtitles, so I thought that might be hard for a Vizio user to playback but it’s working fine for them (@ 0.0 reported) and also working fine on iPhone (@ 0.0 reported). So, speed 0.0 doesn’t seem to be any kind of streaming/transcoding failure like it seems it’s supposed to mean.

Transcoding is throttling. It says 0.0 when it’s “sleeping” while the user is playing the bits that are already transcoded.

You’ll notice when it starts that it should have a number in there for a minute or two while it pre-buffers a portion of the video.

But on other files it actually reports “Throttled”. What’s the difference between 0.0 and throttled? Anything? This file just stays on 0.0 for as long as I’ve watched. Seems like that’d be impossible to stay throttled that long.

Edit: I just flipped back to check and indeed, both the sessions are reporting throttled now. Still seems odd.
