Couldn't accept new TLS connection

I have been having a weird issue with Plex. Sometimes I notice I cannot connect to it but other people are still watching, a reboot of the computer fixes this, I am getting this error in plex logs and cannot find a resolution

Sep 05, 2024 13:19:37.701 [11028] ERROR - Couldn’t accept new TLS connection: An operation on a socket could not be performed because the system lacked sufficient buffer space or because a queue was full

I did run the plexdb cleanup tool and did a reinstall of windows overtop of the current one keeping applications
