Dely to play when i use the nvidva shield tv 2019 pro as server

My plex server is install on a nvidva shield tv 2019 pro, and my movie files are in the Synology NAS device.
When I try to play an movie on the nvidva shield tv 2019 pro, it will played less in 3 seconds, if i access the plex server with nvidva shield IP address and the 32400 port by web to play an movie, it will start soon.
But if i play an movie with Windows plex client or an ios plex client, it will wait about 30~60 seconds to start, when the movie begin to play, I can drag progress bar without any dely.
Can anyone help me?
