Does what the nas can locally play matter?

Meaning if it cant natively play 4k, but it can stream it to a client that can play 4k, will it play at 4k? Same with atmos and ect.

Well…
If your clients can play back your files natively, any NAS will do.
If your clients need transcoding you will need a powerful NAS to achieve this.

Afaik, some makers have their own buildt in player that will be able to transcode better than what Plex can. So marketing claims of 4K transcoding may not apply.

If you are looking to transcode 4K, be ware that most 4K files have 10 bit colors, and Plex can not transcode ANY such files in a meaningful capacity. If your 4K files are 8 bit, Plex will be able to transcode them, provided your NAS is powerful enough. Look for i3 or higher with an embedded UHD630 to achieve this.

All my clients are up to date and modern, I was just wondering if as long as its got enough bandwidth and cpu, what it can natively play is irrelevant or not.

The server does not play anything, it serves, and we don’t make any player for a NAS so not sure what you are asking.
