I would classify this as a bug and not a feature request.
Forget everything about ratings and favourites and whatnot. If something is excluded from a user via a label, then that user should not be able to see it no matter what. Period. It doesn’t matter if it’s on the homepage, recommended tab, collection tab, or anywhere else. It’s like a security/privacy bug.
