This should be a no brainer
Not filter, but you can sort by duration. Put your music library into Tracks mode, then click on the Duration column.
That doesnt help for creating dynamic playlists.
Use case: songs with more than 1 play that are over 30 seconds to be used in a playlist that is sync’d to a device. If a 3 second song plays via shuffle, it immediately gets added and there’s no real way to skip it in time or reset playcount.
