Help please! Still buffering on remote streams that only use minimal bandwidth (2mbps)

New Plex user here and I am struggling to get remote streams to play without terrible lagging.

I am using a wired ethernet connection.

Remote Streaming is generally working as I can see my library etc.

My VPN is disabled.

I have been using two old laptops (macbook & thinkpad) tethered to my phone hotspot as clients along with my Iphone and the issues seem the same across the board.

I have monitored my remote streams with Tautulli and it appears that transcoding is being handled fine by my machine.

My ISP is pretty awful I am supposed to get 70mbps downloads and 19mbps uploads but StarTrinity shows me it is more like 21mbps up and 9mbps down with a consistently high ping (300).

Could the latency be the source of my problems? I am getting a new ISP but I`m not sure how long that will take.

Apologies if I have not included the relevant information as I am just getting started.

Yes, definitely.

Am I right in assuming that the ISP is using mobile wireless infrastructure to connect your home to the Internet? If that is the case, unfortunately there won’t be much you could do to improve your connectivity situation.

Eventually I just factory reset my router, redid the port forwarding and restarted my machine and that seems (so far at least) to have fixed the problem.
