Helper for .strm files

The tool located at 'https://dev.plexapp.com/tools/strmtool.php' Is this outdated? The example given is for a youtube video, so presumably youtube urls should work. The example given on the page is for a closed account, however, I entered: 

www.youtube.com/watch?v=dQw4w9WgXcQ

--which is an active youtube link. The output gives me:

plex://localhost/video/:/webkit?url=www.youtube.com%2Fwatch%3Fv%3DdQw4w9WgXcQ

Attempting to play the '.strm' file in Plex simply yields:

Cannot load M3U8: 404 not found

Yes it is out of date. strm files are unlikely to work at all.
