This is a guess, but maybe the EIA 608 subtitles are causing a problem.
They are part of the video stream, not a separate track.
Even if not enabled, maybe their presence is causing problems for the Roku?

Hmm, I see that codec in the problem file, not sure what the implications are tho. Thanks so much for your tenacity! Should I post this on the Roku forums?. Or should I just delete and download a version of the series from another source? Or just give up and go watch the show from another device?
Do you have hardware accelerated transcoding enabled on your server (Settings → Transcoder)? See screenshot below.
The video is H.264. Not sure why Plex is not using h/w acceleration to transcode.

Neither of those were set. I enabled both of them and re-ran the Roku on the file. Still Transcoding, but CPU is WAY down at around 20%! I guess that takes care of the problem. Don’t quite understand why that caused a problem on the Roku but not browsers, but THANKS so much for your help!
Enable debug logging on the server. (NOT “verbose” logging)
Stop and restart the server.
Play one of the videos for about 1 minute.
Grab the Plex Media Server.log and search for lines containing MDE:. These and the lines around them contain hints on why transcoding happens.
The first XML above shows the video has 60 frames per second. That’s not compatible with many Plex clients (Rokus in particular) as of today, so transcoding is quite likely.
