No, Plex Web App isn't designed to pre-buffer content in the same way as, say, Youtube does. If you're having issues with buffering due to network speed, you should adjust your quality setting to correspond to your available network speed (under 'Settings > Web > Player').
For those desperate souls such as I was, looking for a way to watch quality content on Plex, chrisc is unfortunately correct. Plex does not have the technical sophistication to allow you to simply pause and buffer your content. The solution is to just give up and accept lower quality in perpetuity.
