Let’s do this the hard way and verify your udev is working.
sudo chmod 666 /dev/dri/renderD128 /dev/dri/card0
Now try hardware transcoding.
If this works:
- Uninstall PMS (do not purge)
- Reinstall the
udevpackage - Restart Linux
- Reinstall PMS

I regret to inform. It’s your Ubuntu installation. I don’t know what’s corrupted but something is corrupt or not up to date.
I’ve installed on Saturday a fresh installation of Ubuntu 18.04 from scratch. But why I didn’t encounter Issues with Plex version 1.17x?
Can you install PMS 1.17 right now and it will work?
I am afraid, unfortunately I didn’t backup an old 1.17 version. So I am not capable to install it.
This looks like the iHD video driver.
sudo rm /usr/lib/plexmediaserver/lib/dri/iHD_drv_video.so
Restart PMS.
No I deleted it before and restarted the PMS. The error message is a bit different as before.
