This may be a dumb question, but is a DVR tuner necessary for viewing live TV if I’m not interested in recording anything? I don’t know how this feature operates, so it I understand that it may be. Just wondering.

Do you want to view live tv through Plex? If so, then yes you need a TV (aka DVR) tuner that is compatible with Plex. It’s the tuner part you care about.
