Is there a way to have plex do more than one thing at a time?
For example: Scan one library while analyzing another.
My resources barely utilized with doing one thing at a time.

From what I’ve seen, Plex is doing tons of stuff in parallel – hence the extra setting to run e.g. maintenance tasks with a lower priority.
Same with transcoding… Plex usually uses all cores for CPU based transcoding. It appears the only exception is with multiple CPUs (not just cores). However that doesn’t seem to apply here.
Scanning your media is highly relying on lookups in online databases… From your description it’s likely the bottleneck is in this area.
