Does rating the song actually affect the rate it’s chosen? And when you’re playing on mobile etc, the star rating isn’t even accessible in the playback screen nor in the pull down shade (or whatever it’s called)

Not necessarily. Unrated songs are treated ‘neutral’ in the shuffled playback. So that should do exactly what you want. In smart playlists, unfortunately yes, all your track would need to have a rating.
