Nope, no ideas at all. But there might be a chance of someone having an idea if you were specific about what you are doing, what client you are using and what you expect should be happening.
Well it happeneds and n both my Apple TV and my android tv. Say I stop the video and it should start where I finished it. But it starts at the beginning of the video.
I do not use either of those clients so someone else will have to offer suggestions. But, FWIW, Plex resumes just fine on my Rokus, Fire TV, Raspberry Pi using Plex Media Player and Windows 10 computer in the web interface using OpenPHT or PMP.
Seems to be working again once I updated to the latest version on plex pass
