Rasplex is creating a 500MB partition leaving the rest of my 16 gig sd card empty and unpartitioned. Is this normal?
Yes, this is normal.
The “unused” partition will be filled upon you starting up Rasplex for the first time in your RasPi.
It wil be a Linux-type partition that cannot be read easily on Windows.
You better not try to repartition the card.
