Persistant WAN buffering

Hello,

Please let me know if I’m posting in the wrong spot. I’ve been a Plex Pass member for years but this is my first post.

I’ve got an issue I’m hoping some of you gurus can help me with. I’m experiencing constant WAN buffering, on a variety of devices (apple TV, ps4, chromecast, windows chrome, etc). My plex server is running on decent rig (i5 4690, windows 10 on bare metal, 8gigs ram, ssd, etc.). I’ve tried analyzing the logs for the transcode speed. It never drops below 3x, even with 5+ transcodes. I’ve tried reinstalling PMS and all metadata. I have 50mbps bi-directional internet. I’ve seen an actively buffering stream and done a speedtest with good results. I’ve had a stream buffer and reduced the quality to 64k and still had it buffer. I’ve updated the firmware and reset my router (asus ac1700). I have zero issues locally, but only direct stream. Do I need to rebuild my server on linux or windows 7? Is there a way of knowing what’s the issue and if it’s my ISP? Any help or suggestions would be appreciated!

Thanks for the response! My PMS is located in my house, I’m having the issue when streaming at friend’s houses, traveling, etc. Like I mentioned it doesn’t appear to be bandwidth related as I’m experiencing the issue even on a 64k stream.
