As note, in the UI web interface i didn’t errors or messages, the issue is only that the setup configuration step not run, and the web only open the plex.tv site.

This was written by one of the Plex Ninjas.
I liked it so much I took his concept and built it into DSM 7 for Synology.
Once it’s claimed, it will show up and then you can get to the setup as you originally intended .

ok, I will try the step that you comment.
This is just a thought - not NAS related, but Windows. I just upgraded to this version and the “Updating Library” step took over 5 minutes. My thought was it might have been related to the extra stats tables being pruned. I looked at the Plug-In Support->Databases folder while it was running and the database was incrementing a few hundred KB at a time for the whole time.
Maybe this is a time-out issue with the large database update on certain systems? Automatic update failed for me in this instance; I downloaded and installed manually.
I see that plex is vers 1.22.
As i commented, in the beggining, the problem was that i didn’t see much in the principal logs, i saw the issue in the crash after install/reinstall sometimes.

Sign into your account
Then go to Settings - Server - Authorized Devices - Server (dropdown)
Do you see multiple entries for the host?
If you do, please delete them.
The next restart of PMS will inject it back into the table.
Plex/Web (the brower) reads that table and uses it to get to the server.

I removed again this version. I will try with 1.19

It is clear your workstation has connectivity to get to plex.tv
If PMS itself doesn’t then it won’t be able to start setup either.
