I recently bought the license to be able to give access to my library to my family and I give a family member access and everything is fine and now I want to give another person access and that person says that they have to activate the Plex and pay when I already paid for giving access to my library, I want my money back if they still change their service policy, thank you.

A Plex Pass is not needed for library sharing. https://support.plex.tv/articles/categories/intro-to-plex/plex-pass-subscriptions/

All Plex apps are free of use, except those for Android mobile and iOS.
These require a one-time payment in the app store.

That being said, it is not required for members of your Plex Home, of which there can be 15 (including you). https://support.plex.tv/articles/categories/features/plex-home/

I want to be clear so as not to change the system, I have the Plex Pass and I paid 95 Euros in a promotion, with that I give access to all the users I want to my dedicated server, right?

For simply giving access there would be no requirement for a Plex Pass.

If the person you are sharing with is a member of your own household, you can invite them into your Plex Home. This will grant them free access to the mobile Plex apps.

If it is just a friend, then they either have to

  • pay the one-time fee in the app store
  • use a different Plex app, like Plex for Desktop (download link below) or those for Google TV, Roku, Apple TV or just https://app.plex.tv

Another question, can I only give access to 15 people?

You can invite up to 14 people into your Plex Home.
You can grant access to 99 people in total.

or the other way around: You can grant access to up to 99 people, of which 14 can also be members of your Plex Home.
