How do I display a message to my PLEX users when they login?
There is no way to do that currently. Not sure if any third party dev has figured out a way

We do have a feature request for something similar.
I would check out PlexPy, it does have a notification system built in place for several things and can send notifications to different outlets like email, Facebook, Twitter, browser and etc… You could probably even tweak it for custom messages. Might be exactly what you are looking for, but better than nothing.
