It appears there’s some common/known issue. The old iOS cannot deal with the authentication via plex.tv required by the apps (dedicated Plex for iOS has just raised the minimum OS requirements; PlexAmp, PlexDash).
We’ll unfortunately need to raise the minimum iOS version required of the app to 10.x, we didn’t realize the web auth portion wouldn’t work with that old a browser on the earlier iOS versions

The Enhanced Video Player is now available to all users and enabled by default. It can be disabled at any time from the app Advanced Settings.
Share links to free Movies and TV shows and open them on the web or directly into the item in the app.
FIXED:
Fixed an issue that caused the library screen to scroll to the top unexpectedly.
Live TV streams played with the Enhanced Video Player wouldn’t show the right bitrate info.
