Fork in terms of code and github means “copy”. I keep a copy of the mpv code, that I have modified, for example with the linked patch. This is also public.
The solution would be to self-compile (build the app) => there I also have a “fork” of another code base. => GitHub - mitzsch/mpv-winbuild-cmake: CMake-based MinGW-w64 Cross Toolchain

I know it’s already a bit old, but it’s newer than the shipped mpv.dll.
