Plex Media Server crashing, logs contain threadpool and bad allocation errors

OS Version#: Windows 10.0 (Build 19044)

The logs contain quite a few mentions of this error at the end

ERROR - Thread: Couldn’t add a new thread to the pool of size 10: boost::thread_resource_error: Resource temporarily unavailable

But the last error before it attempts to upload the dump is:

ERROR - Thread: Uncaught exception running async task which was spawned by thread 3664: bad allocation

When it attempts to upload the dump, that errors with:

Failed to upload crashdump : 400
Too many crashdumps detected / retries disallowed!
