I am also experiencing this issue. The last three times were October 7 at 17:21:00, October 11 at 03:49:50, October 12 at 14:14:40 (with a delta of 2 seconds).
I am running on Ryzen 7, not virtualized, Linux server 4.15.0-36-generic #39-Ubuntu SMP Mon Sep 24 16:19:09 UTC 2018 x86_64 x86_64 x86_64 GNU/Linux, Ubuntu 18.04.1 LTS, plexmediaserver_1.13.5.5332-21ab172de_amd64

I’ve just upgraded plex today to plexmediaserver_1.13.8.5395-10d48da0d_amd64 and will let you know if the problem persists.
I am not running out of RAM, disk or CPU and /tmp is on an SSD. I am also not using NFS mounts.

Would need the zip of the whole Logs folder to investigate
If it was a lockout it happened before the tail you uploaded to pastebin
