Plex skipping or buffering

I build a pc as a server/nas, but while trying to use plex I get skipping or buffering on videos. Thought it was my TV, but have the same issue on chrome on a windows, if I try to just access the NAS on mypc and play the movie I get no problems.
I installed and set it up the same way as I did a couple of months before on an old notebook with no problems that time.

The pc is:
Xeon 1260v
4Gb ram
SO: OMV with plex on docker

When you are streaming, check to see if plex is transcoding or direct stream/play.

Is the server or client using wifi?

The server is wired, tried with my TV wired (its connected with an ethernet cable) and my laptop with wireless (AC).
The log is from my laptop
