After much reluctance and trying to find a way to directly reproduce my files without transcoding, I have decided that I can not fight against something that can not be overcome. With this, I am planning and budgeting to buy a server that will be responsible for this transcoding. However, I would like some information on this question.

Is there a video card that will help me in this process?

What are the recommended settings so I can start to operate and transcode up to 15 screens at a time?

No version of Windows is going to be particularly better or worse in regard to PMS transcoding. Processor has more to do with that than anything else.
That being said, there’s no PMS setup short of a super-computer that will handle 15 concurrent transcodes of any consequence.
While it takes work, most people can achieve Direct Play or Direct Stream if they understand their target player’s capabilities. For players across the Internet, MP4/x264/AAC is about 95% effective preventing video transcoding and 75% successful preventing audio transcoding for me. For my local players, it’s practically 100% DirectPlay.

You would need a cpu benchmark score of approximately 30,000 to transcode 15 1800p streams.
Just a rough estimate though.
