You must have a supported tuner connected to your server and an antenna connected to that tuner. Plex does not use your TV at all for TV it uses your server for all such functionality.
How do you plug coax into a server?
You put a TV card in your server or you attach a USB TV tuner to it and you plug your antenna into that.
Plex also supports IP TV tuners like the HDhomerun and you can connect your antenna to to one of those once it is properly configured on your network.
