Plex URL Command, tell plex to play title on client based upon running a get url command

However, this does not have any examples on how to run a url command and have it tell plex to play on a certain device.

For example,
I want to use that with some alexa type automation, etc.
what i would like is this
http://192.168.1.x:32400:?plextoken=x&clientid=roku12323&movieid=123&action=play
Is that possible? I know the alexa script can do it.
