With Silence Compression active, is the displayed playback rate expected to change dynamically - showing the “realized” speed?

Yes. That’s by design.

I’m just got a Samsung S23 and having the same issues - was never a problem before on my various OnePlus devices.

No, I never found a fix. However, it hasn’t happened lately for me.
