There’s already an existing suggestion discussing an option to remove the download limit from Plexamp. I suppose this would address what you’re aiming for at its roots.
There’s also another suggestion asking for an option to let users access the regular library within Plexamp while offline, displaying only downloaded tracks/albums/artists/playlists/collections (or the respective subset of offline/downloafed tracks).
