The update has been applied although I did receive the following error twice (second time stating run as administrator).

I pressed cancel the first two times, the third time I clicked retry and it has installed.

Does Plex Media server run in standard or admin account ? It does not have to run in admin account as long as it has permissions to the directories it needs

The fix for one of the two deadlocks you reported here has now been released in beta version 1.13.0.5003 which was released earlier today

Because of the Build numbers on windows, you would need to uninstall the pre release version before installing the beta release 1.13.0.5003
