if storage is a problem, then maybe 4k content is not the solution.
As I mentioned the current server is really old (built 2010) and using a huge tower case. The fans are starting to make more noise, OS support is getting difficult, etc.
I was hoping to replace it with something small and quiet. But I guess in this case the technology hasn’t progressed fast enough
yeah, ok well after re-reading the OP, just about anything would probably be a significant upgrade, including any current generation nas.
some of the synology/qnap nas’s you can certainly get with a modern i5/i7 that can handle transcoding via GPU (with a plex pass).
the problem with 4k transcoding, is that for CPU only transcoding, it requires a ton of processing per 4k transcode.
so your options are to avoid 4k transcoding completely where possible (ie separate 4k library), or get a plex pass + a gpu transcoding supported system.

with sufficient budget, you can certainly buy a nas with the power to transcode.
whether you can and/or want to spend that much, is something only you can decide.
4K HDR (50Mbps, 10-bit HEVC) file: 17000 PassMark score (being transcoded to 10Mbps 1080p)
It is not silly, it is reasonable.
Cost of the TVS-672 with i5: 1300€
Cost of an i5 NUC: 500 €
Leaves you quite a budget to get a cheap 4 bay NAS and you are settled. That would probably cost ~300 €.
Money saved: 500€
And the NUC is much more flexible in running whatever server applications you are aiming at, since you can install a full blown server OS if you wish.

I payed ~$700 for my current server components back in 2010, excluding disks. That setup has handled anything I’ve thrown at it. Really big case but very quiet since it’s using large fans only.
