PMS start at boot (no login)

I would like PMS to start at boot even if no user has logged. I read different post but my understanding is that this is not feasible as PMS needs GUI, dock,… to function. Which is not possible when no user has log.

I have made different test with plist and PMS start but is not functional. Before spending time on something which is not possible, i prefer asking the question.
