Yes it does.
There are generally 3.5 types of subtitles : Narrative (and or Forced), Hearing Impaired (HI), Subtitles for the Deaf and Hard of hearing (SDH).
Narrative and Forced Subtitles are almost the same. Forced subtitles are Narrative in nature and are provided because that segment is not in the primary language.

I too would like to see the ability to add multiple subtitles in the same language be implemented. It would come in very handy. I have a movie where it has forced and full (normal) subtitles. It would be very handy if there was at least a way to differentiate the two in Plex when using the subtitles, they both just show up as English (srt). It would also be a great feature if you were able to tell Plex to use the forced subtitles by default, like a use forced subs if available option,(but I think this would be different than the current feature to use subtitles when the native language is different), and allow users to manually choose to go to full subtitles if they so choose to.

Yeah, parts of that has already been implemented, and I know further improvements is in the pipeline already. Can't say more about it than that.

The media industry really needs to get together and re-work the standards for subtitles.

As far as subtitles go that could all be done in a single file that incorporates everything in an SDH that the overlay system could pick out what is requested and display properly for playback.
Internal, External it really shouldn’t matter in the end. And there should be no need for 3D subs at all as the overlay system should be able to compensate for that as long as it has the text data to display.
That would solve the issue of how Devs like the Plex team would support those subtitles leaving the only remaining hurdle for subtitles to overcome is the Multiple various Version issues of matching the right subtitle to the correct edit version of the media it goes with.
Amazing that an option for foreign-only parts hasn’t been implemented yet.
What I chose to do a while back was choose a random country code that would display as a “symbol” (to me) when I chose the language dropdown. (I chose the ‘my’ for foreign-only and ‘dv’ for SDH).
I just didn’t like the “unknown” option because I sometimes leave multiple subtitles in my movie folders and forget about them.
I want to start using the “.code.forced.srt” naming scheme and auto-select through the Language settings but the Language for the “my” country code isn’t listed 
I now have to determine a new country code because I’d prefer to still have English, foreign or SDH still separate.
It would be nice to have all of this already implemented 
EDIT… cancel my needed changes. Just looked back on the ISO wiki page and found the “my” country code is Burmese!
Change subtitle mode to Manually or Shown with foreign audio
Changed the preferred subtitle language as Burmese and my “…my.forced.srt” subtitles are automatically being selected! One note on this- I believe that the auto will only work if you have never chosen a subtitle for the particular video. The auto-select did not work for any movie that I had previously manually selected a subtitle for.
