How portable should it be? Where do you want to use it? What clients are going to connect to it. How much money are you planning to spend on it.
You can use pretty anything that runs Plex. Are you planning to carry it with you in backpack? Are you traveling a lot and you need solution for hotels, etc. Are you looking for car solution.
You can have PMS on Raspberry Pi 3 + battery pack. Portable? Yes. Cheap? Yes. Powerful? Not really.

that PMS on Raspberry Pi 3 + battery pack. Portable but how to set the wifi to be as a hotspot, but I tried doing it to my pi zero, but couldn’t get plex to work? but will it be able to stream over hotspot with no lagging or buffering, and not connected to the internet?
setup the 3rd party plex media server for the raspberry pi. then set up the dual hostapd. Have your system broadcast the localhost:23400/web/ as a static IP, while it will only allow one user, that should get you started
